This article documents increasing homicide rates in El Salvador, Guatemala, and Honduras from 1999 to 2007 to levels that are among the highest in world. The authors explain associated failures of the criminal justice systems. They also describe the resulting anxiety among the population and "populist punitiveness" as underlying support for the mano dura response by politicians in each country.
